Woolwich TDR Plan

TDR CREDIT REGISTRY-In January 2015, all landowners within the Township’s Transfer of Development Rights (TDR) Sending Area should have received a certified letter from the Township.  The Township is providing landowners the option to have their mailing address information placed on the below registry of individuals indicating interest in selling their credits.  Placement on the registry does not obligate landowners to sell credits.  The purpose of the registry is to help connect interested sellers with prospective purchasers.  With a strengthening real-estate industry, the Township anticipates a market emerging for credits.  The below list will be provided to anyone who expresses an interest in purchasing TDR credits.  The Township is not involved negotiating a price for credits.  Landowner’s whose contact information is provided on the registry, have submitted forms indicating their interest in selling their TDR credits at this time.  If you are a Sending Area landowner who is also interested in selling some or all of your credits, please use the below link to download a form to be submitted to the Township. All Sending Area residents should carefully review the registry to ensure that the information provided is accurate and up to date.

In order to develop at higher intensities in the Receiving Area, developers must use TDR credits that can be purchased from willing sellers in the Sending Area. The transfer of credits for use in the Receiving Area facilitates preservation in the Sending Area on land from which credits are severed.

The Woolwich Township Committee and Woolwich Township Joint Land Use Board will present its Five Year TDR Review at a meeting on Monday, October 30, 2013 at the Woolwich Township Municipal Building beginning at 7:00 p.m.

On March 29, 2004, the State Transfer of Development Rights Act was signed into law (P.L 2004, c.2), making New Jersey the first state in the country to authorize the transfer of development rights (TDR) on a statewide level. Shortly thereafter, New Jersey enacted a demonstration program, awarding six municipalities grants to develop their own TDR programs. Woolwich Township was among those municipalities.
