PURPOSE STATEMENT

The Woolwich Township Tax Collector’s Office is committed to providing excellent customer service while operating in accordance with the statutes of the State of New Jersey and the ordinances of Woolwich Township. This office is responsible for billing, collecting, enforcing, and reporting taxes levied by the Township, School Board, and County. Our mission is to carry out these duties efficiently, educate residents on the tax collection process, assist seniors with state tax reduction applications, and ensure all payments are posted to the appropriate property on the day they are received.

Tax Collector Duties

The Tax Collector is responsible for the billing, collection, reporting and enforcement of municipal taxes for the Township of Woolwich. Woolwich Township is a Calendar Year Municipality; our budget year runs from January 1st through December 31st. In New Jersey, the local municipality is the conduit for billing and collecting taxes due for the general County tax, County Library tax, County Open Space tax, and the Local District School tax, as well as the Local Purpose tax. Only the Local Municipal Purpose tax is kept by Woolwich Township for operational expenses.

The State of New Jersey law requires the local municipality to pay 100% of the taxes due to the County and Schools quarterly. The municipality absorbs any shortfall in the amount of taxes not collected because of delinquent properties.

The 2026 Tax Rate was received. All tax amounts have been updated in the Township’s system and are available for review through the online payment portal:

Tax bills will be mailed by the first week of August. The 3rd quarter tax grace period has been extended to Tuesday, Sept. 1st by 5pm

The New Jersey Division of Taxation is aware that residents have recently been receiving phishing text messages that falsely appear to be from our office. These messages may reference tax matters and often include links or urgent prompts to respond.  

Please be advised that these messages are not from the Division of Taxation. We do not contact taxpayers via text message regarding their tax accounts, refunds, or any other official matter.

After hour payments can be made by placing payment in the drop box located in front of the Police Department side next to the flag poles. This free standing mail box is labeled Woolwich Twp. Payments.

Failure to receive a tax bill does not exempt you from paying taxes or the interest due on delinquent taxes. The Township does permit a 10 day grace period. The State of New Jersey does not allow the Tax Collector to acknowledge postmark, therefore all payments must be received in the office on or before the 10th. The only exception would be if the 10th falls on a weekend or legal holiday, the taxpayer would then have until the next business day to make payment. All payments must be made by cash, check, or money order.

As a statutory officer of the State of New Jersey, the Tax Collector is obligated to follow all the State Statutes regarding property tax collection including billing, due dates, interest on delinquent tax payments and tax sale procedures.

The Township of Woolwich has adopted by Resolution an Interest rate of 8% for the 1st $1500.00 of delinquency and 18% for any delinquency over $1500.00 as allowed per State Statute N.J.S.A. 54:4-67. As well as a 6% year-end penalty on any balance owing as of December 31, in excess of $10,000.00

Any open balance as of December 31st of the current year is subject to tax sale.

ALL TAXES MUST BE IN THE OFFICE BY END OF BUSINESS DAY OF DUE DATE.  ANYTHING RECEIVED AFTER THE DUE DATE WILL BE CHARGED TO THE NEXT DAY AS DELINQUENT.

*Please be advised that the drop box is checked in the mornings and that anything put in there will be posted to the next business day. Except on the 10th of each quarter the box will be check at 4:30.  Anything after 4:30 will be posted to the next business day

NOTICE:

Due to a change in State regulations for Gloucester County please be advised that the appeal filing deadline has changed. Appeals must be filed between November 15 and January 15. You may contact the Gloucester County Board of Taxation located at 1200 N Delsea Drive, Bldg A, Clayton, NJ (856-307-6448) or visit the county website – www.gloucestercountynj.gov – Departments – “B” for Board of Taxation – Forms – A1 – Appeals. In addition, Chapter 75 post cards will be mailed on or before November 15.

 

Additional Tax Information

Tax Sale:

Tax Sale is held once a year around October. If a property has prior year(s) delinquency in taxes or property maintenance, the property will go to Tax Sale if not paid on or before the tax sale start time. Tax sale will be advertised in a local paper, four consecutive weeks before tax sale date and posted in five (5) places within the Township of Woolwich.

 

Deductions On Property Tax:

$250 deduction is available on property taxes for any qualifying Senior, Disabled Person, Surviving Spouse of Senior or Disabled Person, Veteran and Widow of Veteran. Applications are available in the Tax Collection Office or Gloucester County Tax Assessor’s Office. New Jersey Taxpayer Bill of Rights

C.54:1-2.1  Property Taxpayer Bill of Rights.

1. The Director of the Division of taxation shall promulgate a Property Taxpayer Bill of Rights and each county board of taxation and each municipality in the State shall post it on their prospective websites, if any.

The Property Taxpayer Bill of Rights shall set forth in simple and nontechnical terms that every taxpayer has the right to understand their real estate property assessment and to appeal an assessment that a taxpayer believes is too high. The Property Taxpayer Bill of Rights shall specify that a taxpayer has the following rights under State law:

   The right to understand the real property assessment process and the requirements of the New Jersey Constitution concerning the assessment of real property;

   The right to understand the calculation of the assessment on their real property;

   The right to a detailed information about how to appeal an assessment of the real property; and municipality in which the taxpayer’s property is located.

2. This act shall take effect immediately   Approved July 2, 2017
